4.  Minutes of the previous Annual General Meeting

5. President's Report - issued by email on May 25, 2025 and will be available on the President's Report Webpage.  There were no questions or concerns.

6. Bylaw Compliance Report

Scott Siemens reported that there was 1 formal complaint this year. The complaint was pets not on leashes.  Scott reminded residents to review the KRA website. There is a flowchart that outlines the process for dealing with bylaw issues. He explained how the process works and encouraged everyone to follow the process and only come to the committee if a resolution is not found.

7. Finance Report

 

The report was emailed to KRA members on May 26, 2025 for their review.

There was a concern about the number of memberships that are not paid and wondered if there are other opportunities for these to be collected. Discussion on the options was had and the KRA board will continue exploring them to see if they can get a higher submission throughout the year and will put forward the idea of including the fee on the annual lease.


     M:   THAT, propose to KBA that the $20 membership fee be included on the annual lease.

8. KBA Manager Report  -  Lorne Bumphrey

a. Water system performance update, expansion plans, water limitations, flushing waterlines, and acceptable use provisions.  The water system is running well and seems to be keeping up. We will continue to have our water restriction like many other communities across the prairies.
Flushing of the lines will occur the week of June 2, 2025.  There are plans to install water meters in the community. They have been ordered, and KBA is waiting for them to be delivered. Once they are received, coordination on the installations will begin. The installations will likely start later this summer. Residents will need to work with KBA to have the meters installed in their homes. The water meters will cost approximately $450 and will be charged back to the resident. The billing of the water to the residents is proposed to be set on a monthly schedule. Details on how the billing will be completed (flat rate and then usage over, etc.) is still being discussed.


The $250 on the annual leases will continue to be included on the lease and will be considered an access fee for the water provided.

There were some concerns with whether water meters will lower the water usage. If people are responsible for paying for the water they use, they will be more responsible or they will be paying more. Having water meters will also provide some peace of mind with the Town of Regina Beach if KBA proceeds with purchasing water from the town.


KBA is close to an agreement with the Town of Regina Beach on obtaining their water to top up our system if needed. The price per gallon is still being negotiated. Further discussions will be held but will likely include boring a water line from Green Ave. across McNabb to the pump house. The water would not be directly tied into our system but would be available if needed in the summer.
Dwayne explained that a Water Committee will be set up and include 2 Kinookimaw residents and Lorne B. This committee will collect the water money from residents, manage the water issues, and establish a separate bank account specifically for the water funds. KBA would continue to be responsible for infrastructure issues with the water system.

Discussion on what is needed to improve the performance of the pumps for our water system were held. Currently they are restricted due to the lack of power. The service line needs to be increased to run the pumps properly. Lorne will contact Wayne Morris during the week of June 2, 2025, and get approval from KBA to proceed with this work as soon as possible. It is estimated that the cost will be approximately $10,000 for the work.

b. Roadway maintenance and signs:  The roads are dry which makes it difficult for grading and maintaining. Weather permitting, the week of June 9th Calcium Chloride will be applied to the roads.

 

c. IMUC and South Shore Fire Responders/AED Location:  Russ Moore has agreed to sit on the committee as the Kinookimaw representative.  Cole Carst has an AED at his house (301 Sunset) in case anyone in the community needs one.


d. Fire Bans
Lorne advises the community of the status of fire bans and follows the Provincial Fire Report.

e. Garbage Collection:  Loraas Disposal collects the garbage. The schedule is biweekly in the winter and weekly in the summer.


f. Tree trimming over roads
A work bee was completed in the community.  There were some trees cleared along the path that were left in the way. No one has come forward about this confessing that they put them there.  There was another situation where a resident trimmed trees. They were spoken to about the situation.

9.  Community Social Events

 

There is a BBQ and concert planned for Saturday, July 5th. Ralph Ell will be providing the entertainment.  Please respond to Dwayne if you are planning on attending so that he can coordinate the food purchase.


The Annual Christmas Party will be held on December 6, 2025. More details will come closer to the event.

10. KRA Board Elections


Individuals that put their name forward prior to the meeting included:
Dwayne Redekopp; Dawn Schmidt; Muir Barber; Daryl Lukan; Blaine Campbell; and Rita Hanoski

 

Carla Matt nominated Craig Matt and Lila Blish to be on the board. R. Hanoski seconded the motion.
 

11. New, Continuing and Other Business

a. Kinookimaw Community Bylaws – no changes to the bylaws at this time.


b. Leases – there have been inquiries about the details of the lease at Kinookimaw. Dwayne is inquiring to KBA regarding uploading a blank copy on the website. Scott Siemens indicated that the majority of the lease information is highlighted on the Kinookimaw website, and we may not want the actual lease document available to the public.


c. KRA Membership Fees - email to kra.annualfees@gmail.com and include name and property address.

d. Other new Business from the floor:  

i) Paving McNabb – KRA is still considering the paving of McNabb, but feels that working on the water issues in the community is a higher priority at this time. The possibility of paving McNabb will be tabled to a later date.


ii) Smart meters of SaskPower – Through discussions with SaskPower staff, it sounds like the installation of smart meters in our community will be begin this year.
